Keep the order of operations. Record temperature and exterior condition before cartons warm in the inspection room. Photograph the unopened packaging and lot code before mixing samples. Separate random routine samples from targeted samples taken from wet, crushed, warm or heavily frosted cartons. A targeted abnormal sample is useful for investigation, but it should not silently replace the agreed random lot sample.

Start With the Purchase Specification, Not the Sample Bag

A courier sample can show whether a supplier can make suitable corn. It does not prove that the production lot will match. Sample approval and lot acceptance are different controls. Under the USDA system, U.S. Grade A requires at least 90 points, Grade B at least 80 and Grade C at least 70. The 100-point score allocates 10 points to color, 40 to absence of defects and 50 to tenderness and maturity. The standard determines scored quality after the product is thawed enough to be substantially free of ice crystals, while flavor and odor are judged after cooking. Brix does not replace a grade. It indicates soluble solids under the agreed preparation and temperature method, and it is useful for sweetness programs. It does not measure broken kernels, cob fragments, maturity, skin toughness, discoloration, cold-chain damage, cooking texture or food safety. A high-Brix lot can still fail the intended application.

How to Build a Representative Sampling Plan

Do not inspect the cleanest bag chosen by the supplier. First define the lot: same product, specification, production batch or date code, pack format and shipment unit unless the PO says otherwise. If a container holds more than one production code, map and sample those codes separately. The decision applies only to the defined lot represented by the samples.

Select cartons across the load or pallet pattern: different pallets, front/middle/rear positions where accessible, upper/middle/lower layers and more than one case position. Random selection supports lot acceptance. Targeted sampling from a wet carton, damaged pallet or warm zone supports investigation. Record both; do not blend them into an undocumented average.

The exact number of cartons and sample units should come from the agreed lot size, package size, risk and selected standard. Codex sets a minimum 250 g sample unit for the whole-kernel-corn defect provisions and uses the appropriate sampling plan with AQL 6.5 for lot acceptance. USDA publishes a separate processed-products sampling manual. Neither reference supports opening one convenient bag and calling it the container result.

Split samples by purpose. Keep product for the frozen-state examination, defect classification, Brix or other physical tests, controlled cooking, laboratory work and sealed retention. Mark every portion with lot, carton, sampling position, time and sampler. Return retained samples to frozen storage promptly. Step 1: Check Cold-Chain and Packaging Evidence

Codex defines quick-frozen vegetables as products taken rapidly through the maximum-crystallization range, reaching -18°C at the thermal center after stabilization, and maintained at -18°C or colder through the cold chain subject to permitted tolerances. Treat the logger and shipment history as primary evidence. A receiving thermometer reading is one moment; it cannot reconstruct weeks of storage and transport.

Confirm the instrument, location and method named in the inspection plan. Surface infrared readings are useful for screening but can be influenced by carton surface, frost and ambient air. When the result matters to acceptance, use the agreed calibrated method and record where each reading was taken. Do not leave samples exposed while debating the instrument.

Inspect the container seal and number, pallet stability, carton dryness, crushed layers, liner or bag seals, re-taping, stains and odors. Heavy frost, internal snow, ice plates, fused kernels, wet cartons or a compact block can be signs of excessive surface water, weak packaging or temperature fluctuation. They are evidence triggers, not a diagnosis by themselves. Compare them with the logger, distribution pattern and measurements before deciding.

Verify product name, country of origin, lot code, production date, best-before statement, net weight, ingredient declaration, storage instruction and carton count. Wrong or unreadable codes are not only label defects; they weaken traceability and claim handling. A mixed-code load should be visible in the packing list and sampling map.

Step 2: Inspect the Product While Fully Frozen

Open the sample in a cold inspection area and spread the kernels over a clean contrasting tray. Record the product temperature and sample weight. Observe color distribution before thawing changes the surface. Yellow corn should have a reasonably uniform color typical of the agreed variety; supersweet color can be slightly darker. Look for grey, brown, black, translucent, bleached or strongly mixed-color kernels and separate them for classification.

Run a simple free-flow test under a written condition. Pour or scoop the sample and record the weight of clumps that do not separate with the agreed light handling. Then weigh loose ice separately if the specification controls it. "IQF" does not mean that no two kernels may ever touch. It means the units should remain reasonably separable and not form a block that defeats portioning, dosing or blending.

Look at whole-kernel yield. Ragged kernels have rough torn edges; crushed kernels have lost their normal shape; broken kernels are incomplete; pulled kernels retain cob or hard tissue at the base. These defects do not have the same cause or application impact. A retail pack needs a strong visible whole-kernel appearance. An industrial soup may tolerate more cosmetic breakage if usable yield, foreign-matter control and cooking performance remain within contract.

Check dehydrated or freezer-burned kernels for shriveling, dry opaque patches or toughened surfaces. Separate loose skins. Search for cob, husk and silk under good light. Natural vegetable material should not be confused with hazardous foreign material, but both need agreed definitions. Metal, glass, hard plastic or other hard/sharp objects are critical findings that normally trigger an immediate lot hold and root-cause investigation.

Step 3: Classify and Measure Frozen Corn Defects

A useful defect sheet names the defect, severity, measurement basis and limit. Weigh damaged, discolored, broken or dehydrated kernels when the contract expresses them as mass percent. Count pieces when a discrete-unit limit is used. Measure cob volume, husk area or silk length only when the selected standard requires those methods. For a weight-based category, use: defect percentage = separated defect weight ÷ original test portion weight × 100. Do not combine all defects before recording the categories. Codex whole-kernel corn reference limits

When CXS 320-2015 is the agreed basis, its whole-kernel-corn annex uses a minimum 250 g sample unit. The stated allowances include pieces of cob up to 0.6 cm³, husk up to 4.4 cm², silk up to 160 cm and 60 ragged, crushed or broken kernels. Its mass-percentage table lists minor damage/blemish at 5%, major at 3%, serious at 1%, harmless extraneous vegetable material at 0.2%, minor pulled kernels at 7%, major pulled kernels at 2%, and a 9% total allowable percentage.

Use those values only with the associated definitions, sample unit and lot-acceptance method. Do not copy one number into a specification while changing the defect definition or measurement basis. A buyer may set tighter commercial limits for a premium retail pack, but the tighter limits should be written as buyer requirements rather than misquoted as Codex.

Step 4: Measure Size, Brix, Color and Net Weight Correctly

Kernel size affects visible yield, dosing, blanching, freezing and cooking. State whether the requirement is a nominal band, predominant range or percentage within range. Measure a defined number or weight of kernels, not the five largest pieces placed on top of the sample. Report both the main distribution and out-of-range share. A 7–12 mm commercial band may suit many blends, but the correct band depends on variety and end use.

For Brix, agree how kernels are thawed, homogenized or pressed, how the refractometer is calibrated and how temperature compensation is handled. GreenLand product programs commonly discuss Brix at 20°C, with the final band selected before production. The comparison is only meaningful when all suppliers use the same sample preparation and temperature method. Record the reading by lot, but pair it with a cook test.

Assess color under consistent neutral lighting on a light or dark contrasting tray. Compare the sample with the approved reference, not a memory of the last shipment. Separate off-variety and discolored kernels. A dull frozen surface can brighten after cooking, while bleaching, browning or blackened defects may become more obvious. Photograph the same test portion before and after cooking.

Check net weight with calibrated scales using the contract method. If the product has no declared glaze, do not quietly treat loose free ice as saleable corn. If a protective glaze or water allowance is used for a special project, define declared net weight, deglazing method and settlement basis. Sample enough packs to distinguish a one-pack filling error from a systemic short-weight problem.

Step 5: Run a Standardized Cook and Texture Test

Cook equal sample weights from each supplier with the same water ratio or steam method, time, equipment, batch load and post-cook drain. Do not add salt, sugar, butter or seasoning during comparison unless those ingredients belong to the actual application test. Code the bowls when possible so the panel is not influenced by supplier identity or sample price.

Judge aroma first. Sweet corn should have a clean characteristic odor without sour, fermented, musty, rancid, chemical or other objectionable notes. Then score sweetness, corn flavor, tenderness, skin toughness, mealiness, juiciness and uniformity. An overmature kernel may have acceptable Brix but a tough pericarp and starchy bite. An underprocessed or poorly stored sample may develop stale flavor even when the frozen appearance looks clean.

The USDA grade framework gives tenderness and maturity half of the 100-point score, more than color or defect absence alone. It describes tender Grade A character as milk or early-cream maturity with tender texture; lower classifications move toward cream and then early-dough or dough maturity. Buyers do not need to claim a USDA grade to learn from that weighting: eating quality deserves a formal test, not an afterthought.

After the neutral cook test, run the real application. For retail, evaluate visual pack presentation and household cooking. For foodservice, test pourability, portioning, steam-table hold and case yield. For ready meals, assess mixing, sauce dilution, fill-weight control, blast freezing and reheating. For industrial soup or puree, measure usable yield and texture after the complete thermal process. Approve the product for the job it will actually perform.

Step 6: Review Food Safety, COA and Traceability

Appearance does not establish food safety. Review the signed specification and destination-market requirements for microbiological criteria, pesticide residues, heavy metals and any customer-specific testing. Define organisms or analytes, method, sampling plan, limits and failure action. A line saying "microbiology passed" is not enough if the buyer cannot see what was tested and which lot the result represents.

Standard IQF sweet corn is commonly supplied as not ready to eat. Its frozen condition does not remove the need for validated heat treatment before serving or incorporation into a ready-to-eat food. Confirm the label and customer program rather than assuming that blanching makes the product ready to eat.

The lot file should connect the raw-material batch, production date, blanching or process record, IQF batch, packing code, inspection results, COA, laboratory reports, metal-detection or foreign-material-control evidence, cold-store record and shipment number. Request the ingredient declaration, allergen statement, GMO statement where required, certificate copies applicable to the producing site, packaging specification and destination documents.

Check report dates and sample identity. A valid certificate for the factory is not the same as a lot COA. A residue report from a different crop season may support supplier qualification but may not satisfy a lot-specific customer requirement. The PO should say which documents are pre-approval, periodic verification and lot release records.

Step 7: Decide Accept, Hold, Retest, Downgrade or Reject

A useful report does not end with "looks good." It states the defined lot, sampling plan, sample locations, methods, results against every agreed limit, deviations, photographs and disposition. It also separates confirmed nonconformities from symptoms that require investigation.

Do not downgrade a safety failure into a cheaper application. Downgrading is appropriate only when the deviation is noncritical, the alternate use is verified, legal and customer requirements remain satisfied, and both sides document the decision. Likewise, a single hazardous-object finding should not be "corrected" by removing the object from the tray; preserve it, hold the lot and investigate the process and distribution scope.

Price comparisons are useful only after usable quality is comparable. Ask each supplier for the same product form, sweetness program, defect basis, packing and shipment terms. Request a production-representative sample, not only hand-selected kernels, and run the same neutral cook and application tests. Calculate cost against usable kilograms, line performance and complaint risk rather than carton price alone.

Ask how raw maturity and Brix are checked, how kernels are removed from the cob, how husk and silk are controlled, how blanching and cooling are verified, how surface water is removed, how the IQF freezer is loaded, how defects are sorted and how product is protected at -18°C or colder.
