EU IQF Strawberry Import and Supply Plan for China-Origin Bulk Fruit

Reviewed 16 October 2026. For an EU buyer, the purchase decision begins with intended use. Whole fruit for a heat-treated filling and cut fruit that will be thawed into a cold dessert cannot share an unexplained "IQF strawberry" safety claim. The importer also has to check the live CN-and-origin lists before choosing a CHED-D route.

A proposed frozen strawberry handoff for an EU buyer.
Freezing preserves strawberries while microbial hazards can survive. We first agree whether this China-grown, China-processed, single-ingredient IQF lot will be eaten after thawing or enter a documented later lethality process. That decision guides supplier verification, sampling and handling instructions. Source hygiene remains necessary for both uses. This order plan follows the fruit from the field to the receiving freezer and identifies the importer, processor and supplier decisions at each step.
Classify the China IQF strawberry lot and destination use
The product description should be small enough for every document to match it: strawberries grown in China, sorted and frozen there as 100% fruit, no sugar or other ingredient, packed in food-contact inner liners and export cartons for a business customer. The buyer must select whole, halved, sliced or diced form before the quote. These are different commercial specifications and can affect tariff detail, exposed cut surface, consumer presentation and quality sampling. We would record cultivar if known, calibre or cut band, defect tolerances, calyx policy, net weight, carton count, pallet pattern and the selected production lot. A generic "frozen fruit" invoice hides differences that an import inspector and receiving factory may need to see.
The customs broker should check the full tariff classification for the actual recipe and presentation. The usual unsweetened frozen-strawberry branch begins at HS 0811.10, while added sugar or another ingredient may change the national tariff subdivision and the food-label file. The broker records the country of origin, customs value, Incoterm and port or airport. We would provide a one-ingredient process map and a representative pack label; we would not assert a final national code or duty without the transaction details. If a container enters through another jurisdiction before the named buyer's warehouse, the first entry point and final customs destination are separate facts.
For the first Union entry, the buyer names an EU-established importer with a valid EORI, the receiving food business registered under Regulation 852/2004 Article 6, and the authorised customs declarant. The EU country of first arrival may differ from the sales destination: a reefer entering Rotterdam for an Italian bakery must obey the Dutch entry route if a targeted border control applies, then either be released for free circulation there or transit under customs control. We would ask for the importer's EORI, food-premises contact, first-entry port and destination freezer before fixing the shipping paperwork. Our EU frozen-produce guide covers the shared customs architecture; this plan focuses on the strawberry hazard and use decision.
Before production is booked, we would ask who legally owns the imported food at entry, who can submit or direct the food notification, which customs representative is authorised, where the container will be examined if selected, and where a powered frozen hold is available. Put these names and addresses in one shipment brief. The grower, GreenLand as supplier, carrier, broker, importer, food authority and factory receiving team can each contribute information; none can infer another party's release just from the truck's arrival. A first order is easier when the customer nominates one accountable import contact and one QA contact, even when the same group owns both companies.

Decide RTE versus a validated later kill step
Ready-to-eat is a property of the intended marketed use, not the phrase IQF. If the buyer will thaw berries into a smoothie, parfait, dessert or yogurt without a proven pathogen-reduction step, the lot is functionally an RTE ingredient. It needs a much stronger prevention and verification argument than a fruit destined for a validated commercial heat treatment. Freezing retains the fruit but generally does not inactivate hepatitis A virus or human norovirus; the FDA berry safety explanation identifies infected workers, contaminated water and contact surfaces as entry paths. A clean visual inspection, negative indicator-bacteria result or low storage temperature cannot be translated into "virus free."
For a further-processing order, the purchase order should identify the receiving processor, the exact operation designed to reduce the relevant hazards, the responsible person who validates and monitors it, and what happens if that operation is bypassed. "For baking" on a carton is not proof that every possible use includes a kill step. If the fruit may be diverted to cold-blended products, design the batch and supplier approval for that RTE exposure or contractually prevent the diversion. We would make the intended use explicit in the specification and case marking, then give the buyer the inputs for its hazard analysis. We cannot claim to have validated the buyer's pasteurisation or thermal process from our side of the transaction.
Regulation 2073/2005 has a Salmonella criterion for ready-to-eat precut fruit and vegetables: five sample units, zero allowed positives, not detected in 25 g, EN ISO 6579-1, at market during shelf life. It may be relevant to diced strawberries marketed RTE, but its wording is not an automatic limit for every whole frozen berry or a fruit reserved for validated further processing. The buyer's competent authority and HACCP team should classify the exact form and use. The same regulation's Listeria criteria require assessment of whether an RTE food supports growth and shelf-life conditions; claiming one row for all frozen fruit would be unsound. Neither Salmonella nor indicator bacteria test is a substitute for preventing hepatitis A and norovirus contamination.
A lot-specific test can support an investigation or release decision, but a negative result has finite power. Viruses may be distributed unevenly on fruit surfaces; a sample covers only the units, mass and method actually taken. RT-qPCR detects viral genetic material and does not by itself prove infectivity or that all cartons are safe. If the RTE buyer asks for HAV/NoV testing, agree the sampling frame, compositing, number of increments, method standard, laboratory scope, limit of detection, positive-control handling and acceptance decision before production. A "pass" on a poorly identified composite from another week is not evidence for the shipped cases. For further-processing buyers, document the future lethality agreement but still control contamination as far upstream as practicable.

The intended use determines whether the buyer needs a no-heat RTE assessment or a documented later lethality process.
Prevent virus contamination at harvest and water source
The highest-value prevention work starts before the fruit enters the freezer. We would propose mapping each approved growing block, harvest window, crew and intake container to a receiving lot. The buyer should ask for the source's agricultural-water assessment, water treatment or test evidence where relevant, sanitation of reusable totes, worker illness and hand-hygiene controls, toilet access, field-animal observations and action after a flood or sewage event. A fecal contamination incident is a hold-and-investigate event; it is not solved by asking the freezer to run colder. Record who decided that affected fruit was excluded, and preserve the block-to-carton link so a later finding can be bounded.
At intake, reject visibly spoiled, muddy, leaking or unidentified fruit before it is mixed with acceptable lots. Set a defined wash-water source and quality verification, manage water changes and recirculation, and keep clean fruit away from waste streams. The strawberries can then be de-calyxed and sorted to the agreed form. If an optical colour sorter is actually installed at the chosen source, it can help remove discoloured or visibly defective pieces; it is a colour and shape decision, not a virus detector. A validated metal detector addresses detectable metal in its stated pack geometry. X-ray, where installed and verified, detects density differences for certain foreign matter. Neither machine replaces water, worker or sanitation controls. We match the inspection plan to the chosen line and obtain its product-specific settings, challenge-test and rejection records.
The EFSA country report on the 2013 Nordic hepatitis A outbreak describes frozen strawberries eaten without heat in desserts and smoothies as the implicated vehicle. That is precisely why a supplier dossier for a cold RTE EU buyer needs harvest and water records, worker illness exclusion and a credible trace chain rather than only a freezer chart. We would offer to map the selected Chinese growing blocks and intake dates to each carton range, then let the buyer evaluate whether its own treatment or final use changes the hazard. A retailer's suggested "boil before consumption" instruction cannot be silently converted into proof that an industrial RTE ingredient is safe.

Workers, agricultural water and harvesting surfaces can introduce viruses before the fruit reaches IQF.
Our proposed process record would join incoming field lot, sorting decisions, wash-water checks, freezer time, packed case range and pallet ID. IQF flow should be observed for clumping and obvious thaw-refreeze damage; core and air temperature measurements need a named method and calibrated probe. Bulk cases should retain the fruit's identity through a sealed inner liner, legible lot code and outer label. A temperature logger is meaningful only when placed in a defined location and downloaded by the consignee. The buyer's receiving team can then compare the actual lot to the agreed shape, red colour, foreign-material tolerance, net mass, drip after controlled thaw and sensory use trial. These are negotiated product attributes; they must not be presented as a universal legal standard.

A proposed five-position lot sample converges into a documented composite and retained split.
Specify residues, contaminants and honest testing
A useful laboratory plan starts with a jurisdiction and an analyte, then specifies the commodity and residue definition. It does not begin with a generic certificate labelled "all pesticides passed." We would ask the field source for its spray history, preharvest intervals and neighbouring-crop exposure, and ask a laboratory to select a method for the buyer's risk profile. The sample request should record the lot, drawn case range, edible portion, number of increments, composite mass, collection time, chain of custody, extraction method, reporting limit and accreditation scope. Report the measured substance and uncertainty where the lab provides it. Compare it with the destination rule current for that substance and strawberry commodity; a domestic Chinese crop practice does not establish legality at the destination.
The current Regulation 2023/915 sets lead at 0.10 mg/kg for strawberries under Annex I 3.1.1.2 and cadmium at 0.030 mg/kg under 3.2.1.3, on the stated washed edible-part, wet-weight basis. The lab should identify that test portion and the finished lot. Article 3 addresses changes caused by processing where relevant; freezing alone does not justify an invented concentration factor. Pesticide MRLs must separately be checked by active substance, strawberry commodity and residue definition in Regulation 396/2005. The Commission database supports dated lookup, while the Official Journal supplies the legal acts. The general 0.01 mg/kg default applies where no specific MRL exists and subject to the regulation's provisions.
Microbiological evidence also depends on the intended use. A buyer may specify Salmonella absent in 25 g, Listeria monocytogenes, E. coli indicator counts or HAV/NoV RNA methods in a contract, but one cannot transfer a legal row from a fresh-cut retail salad to every whole IQF strawberry carton. Confirm whether the fruit is whole or cut, whether it is RTE, and which legal category actually fits before quoting a numerical limit. Hold the lot on a relevant positive finding and investigate the field, water, crew, run and case range; retesting the same pallet until a negative appears does not remove the original signal. Where a mandatory official test applies, the destination authority's result has its own legal status separate from our supplier sample and the buyer's QA acceptance.

The EU cadmium row for strawberries is 0.030 mg/kg on the stated washed edible-part basis.
The laboratory report should map to the correct final case range and stated analytical method. We send the customer the measured result, test method, sample identity and document date so the receiving team can review the actual lot. If the buyer chooses a tighter private target than law, write it as a purchase specification with sampling and dispute procedure. This prevents a contract from being misrepresented as a statutory threshold and makes the acceptance decision reproducible. A failure can trigger source investigation, segregation, rework only where lawful and validated, or rejection. The choice depends on the hazard; a virus finding should not be treated as a cosmetic colour defect.
For a French onward sale, add a country-specific check before agreeing a residue panel. France's 5 January 2026 safeguard order covers strawberries from third countries, whether raw or processed, and the agriculture ministry identifies China as a priority origin for diligence. Its published strawberry matrix (code 0152000) gives 0.02 mg/kg for dithiocarbamates expressed as CS2 in the mancozeb assessment. This is a French market-access measure, not a blanket EU strawberry MRL. A CS2 screen by itself cannot identify mancozeb among other dithiocarbamates; when a threshold is exceeded, the ministry describes a more selective analysis and a producer statement on treatments. We would obtain the Chinese exporter's written treatment declaration, align the sampling and analytical scope with the French buyer, and ask the French operator to check whether the national order remains applicable on the sale date, including any intervening EU replacement measure. The French rule can matter even when the berries first clear customs in another Member State. See the French ministry's order FAQ and the published order.

The French strawberry onward-sale measure is a separate destination condition after Union customs entry.
Select the EU customs and any CHED-D branch
The importer must settle the border and customs sequence before loading. A pro forma invoice, commercial invoice, packing list, transport document, origin statement where relevant, lot map, reefer settings and any required official food document should share the same description, quantity, origin and recipient. The carrier handles conveyance and arrival data; the importer or authorised broker supplies the customs entry; the responsible food operator submits any required food notification. The authorities can then decide whether a documentary review, physical examination or sampled hold is needed. A terminal release order merely allows logistics movement under the relevant status. It is not a food-law clearance or a buyer's signed acceptance of quality.
The importer's broker checks the current Regulation 2019/1793 Annex I/II and any other measure against the exact China origin, CN/TARIC and hazard before dispatch. If listed, the responsible operator files CHED-D Part I through TRACES NT before arrival at a designated border control post; the authority closes Part II after document and selected identity/physical/lab checks, and Annex II may require official certificate and third-country analysis. The customs declaration must reference a finalised CHED where required. If this exact fruit is not listed, ordinary food law, customs entry, risk-based controls and the importer's safety duties still apply; do not manufacture a CHED-D to make the file look complete. The Commission BCP directory identifies authorised sites for the covered branch.
Plan storage for a control hold before the container leaves China. Identify a powered reefer slot, who pays demurrage or inspection charges, who may break the seal, and how a sample will map back to the affected cartons. No quote should promise a fixed release date where an official sample can intervene. Confirm whether the batch is allowed to move under bond or must remain at a specified site until a food decision. If the buyer already holds the goods in a bonded cold store, it still needs the relevant customs and food outcomes before sale or factory use. A successful document upload is just a submission receipt; a filed declaration is not automatically a customs release message.

The current origin, commodity and hazard listing determines the CHED-D branch before customs release.
Build the bulk carton, traceability and cold-chain file
For the commercial specification, start with what the buyer will actually process: whole or diced fruit, target size or cut band, calyx and leaf tolerance, colour range, acceptable broken fruit, free-flow condition, Brix method and temperature at handover. Specify whether net weight includes any glazing or added water; for the one-ingredient unsweetened SKU in this plan, there should be no undisclosed sugar or syrup. A yogurt manufacturer may value a stable dice and colour bleed in a standardised thaw; a jam processor may value yield and soluble solids; a cold smoothie brand adds direct-consumption virus scrutiny. Ask the buyer for one use trial and turn its measurements into the next order's acceptance sheet rather than reusing a vague catalogue grade.
For your order, we prepare a pre-shipment packet joining source blocks, the production lot, process description, relevant verification records, lot-specific laboratory reports, pack artwork, invoice lines, carton and pallet identities, seal and reefer handover. We match the processing and inspection plan to the selected factory and the agreed use. For RTE supply, your technical team reviews the preventive controls before approving the source. For further processing, the specification identifies the receiving manufacturer, its validated lethality operation and the controls that prevent diversion to no-heat uses. We agree which records must be accepted before loading so missing information can be resolved while the lot remains at origin.

One finished strawberry lot connects the field block, laboratory sample, import record and buyer receipt.
For a buyer in any member state, the food-business operator must verify language and mandatory food information for its market. A bulk B2B case should carry the lot identity, product description, net quantity, storage and use statement and operator details needed along the chain; its commercial documents must permit a later consumer label to be completed without guessing the origin or ingredients. We would separate a whole-fruit line and a diced-fruit line in the proposal because the 2073/2005 precut RTE classification may differ. The purchaser can require a tighter calyx or foreign-material tolerance, but it belongs in a signed spec, not in a falsely attributed EU table. We would also ask the EU importer to decide whether its receiving warehouse merely stores sealed cartons or repacks fruit, because repacking changes traceability and label responsibility.
The freight file should record set point and actual handover temperature, load date, container and seal, pallet count and how temperature excursions will be assessed. A single photograph of a cold display does not substitute for a logger series. Decide who downloads the data and what excursion duration or product-temperature result sends the lot to a hold. Keep a sampling reserve in labelled storage for a dispute; do not anonymously pull cartons from other lots. By the time the reefer arrives, the importer should be able to trace one picked case back to the source block and forward to the receiving customer's batch.

The food, customs, carrier and buyer release decisions join for the EU buyer.
Release to the EU buyer only after matched decisions
At receipt, separate four status lines. First, the food authority has either completed a required decision or the importer has documented why no targeted border measure applies. Second, customs has released the particular declaration or authorised a different status such as transit or bonded storage. Third, the carrier and terminal have handed over the physical container and its seal. Fourth, the buyer has accepted the lot against its private food-safety and quality specification. Only the responsible people can close those lines. An arriving truck can be too warm, short, wrong cut or still under customs control despite otherwise correct papers.

An EU buyer should retain the dated Annex-list decision, any Part II CHED-D approval for a controlled lot, customs free-circulation MRN or transit close-out, and receiving QA result. A CHED approval does not pay customs duties; a customs release does not prove the strawberry is suitable for a cold smoothie. The buyer's HACCP team decides whether it may enter a no-kill formulation, while a heat-treatment processor records the validated time-temperature or equivalent process under its own control. For a negative supplier test, preserve the laboratory method and case-range sampling frame rather than state simply "EU compliant." That gives the next batch a measurable starting point and permits a precise recall if an upstream water or worker incident is discovered.
The receiving QA team should log container identity, seal condition, case count, surface and representative product temperatures with instrument and point of measurement, carton integrity, lot labels, any official sampling seals and the logger file. Inspect retained samples in the agreed way. Thaw a defined sample for colour, drip, texture and intended-use performance; do not thaw-and-refreeze commercial inventory to make the trial. Link any deviation to the affected pallet or source block. An excursion can be accepted, quarantined for investigation or rejected according to the written risk criteria; there is no honest universal minutes-at-temperature rule for every carton geometry and use. If a test result is pending, state who has the hold key.
The next order should change only what the first lot taught. If the problem was excessive small pieces, revise cut calibration and the counted sample. If the receiving line saw high drip, compare fruit maturity, freezing delay and a controlled thaw result. If the product is intended for cold RTE use, increase source-control scrutiny and re-evaluate the actual hazard plan rather than simply add a "safe for smoothies" label. If it is routed exclusively through a validated industrial heat step, document that downstream path and prevent diversion. We can use the accepted trial specification to propose a production window, carton format and evidence package for the next shipment; the importer remains responsible for its own entry and release decisions.
