IQF Broccoli for Serbia: Product Specification and Import Supply Plan

For Serbia, an IQF broccoli purchase is ready for production only when the buyer can describe the floret, reproduce the receiving test and match the lot to the Serbian plant-origin food inspection decision. The supplier's production pack and the importer's official file need the same product identity.

Unbranded frozen broccoli and cold-chain logistics for a Serbian buyer

A proposed frozen broccoli handoff for a Serbian buyer.

Our reference is conventional broccoli grown and processed in China: single-ingredient florets, blanched and individually quick frozen, delivered in industrial bulk for cooking. This is a proposed buyer-facing plan, not a claim that a particular farm, production run, certificate or batch result has already been approved. The Serbian importer confirms the live tariff and inspection route before departure; we propose the measurable product and evidence controls.

The sections move from application and specification through source, process, laboratory, label, border dossier and first-lot acceptance. A restaurant distributor may value appearance, a ready-meal plant may value portion consistency, and a soup maker may value usable yield. The contract should show which property matters for the actual use.

Reviewed 16 October 2026.

Match Serbia's industrial applications to a floret grade

Begin with the buyer's end product, not a generic "premium broccoli" adjective. A Serbian foodservice distributor may serve recognizable florets after steaming or oven finishing; a ready-meal line may count florets per tray; a sauce or soup operation may permit smaller heads and more stem if the flavor, color and yield meet the recipe. These buyers can share a frozen commodity classification while needing different acceptance criteria. We would ask for the cooking method, target piece appearance, package-opening rate, expected thaw exposure at the line and desired annual volume before quoting a cut.

Use a signed product identity sheet: botanical name Brassica oleracea var. italica; floret-only or agreed stem allowance; China-grown and China-processed; conventional; washed, blanched and IQF; no added salt, sauce, oil or other ingredient; cook before eating; industrial bulk pack; frozen storage instruction; and agreed shelf-life basis. A statement that florets are blanched must not be rewritten as a ready-to-eat claim. Blanching is normally used to control enzyme activity and quality, while pathogen reduction depends on a validated process and the actual conditions. If a buyer intends direct consumption without cooking, this plan and its microbiology assumptions need a different hazard review.

Ask the buyer to provide a reference sample or application trial, ideally prepared by the same cooking method used at scale. We would evaluate whether a proposed source's variety, maturity, cut and stem profile produce the expected color and bite. A nominal 20–40 mm band, for example, is too vague unless the measurement dimension and denominator are defined. One plant can supply a visually attractive mixed size that jams an automated depositor; another can offer a narrow size band but excessive stalk. Our frozen broccoli florets page shows the product form; the approved order sample and signed specification govern the Serbian-bound lot.

The buyer should choose how nonconforming pieces are counted: by mass, by individual floret or by area of a sample tray. For a process line, weight percentage may predict yield; for plating, number percentage may better predict appearance. Document the cooking trial conditions, such as 100 g frozen product steamed for five minutes in the buyer's equipment, then assessed after a stated drain period. The trial time is a comparison method, not a safety instruction. The final cooking process remains the customer's responsibility and should be validated for its intended use.

Write numeric receiving and cooked-quality criteria

A practical first offer might propose a nominal 25–45 mm head-width band, measured across the widest compact crown with calipers, with at least 85% of a representative 1 kg sample by drained frozen mass inside the band. These numbers are proposed commercial terms for negotiation, not Serbian legal thresholds or achieved GreenLand results. Record whether the stem is included in the measurement and set a separate stem-length limit, for example 30 mm from the crown cut plane, because head width alone misses the most common appearance dispute. If the buyer needs a tighter band, confirm trim loss, yield and price before promising it.

For visual defects, define exactly what counts and how to decide. One possible trial rule is no visible stones, glass, metal or hard plastic in a 5 kg inspection sample and no more than 2% by mass of materially yellow, brown or damaged florets in a 1 kg split sample. "No visible" is only the sample inspection result, not a zero-defect guarantee for every carton. The sample must be drawn across production time and pallets, opened under adequate light and photographed with lot ID. Agree whether small leaves, stems or loose fragments are defects; otherwise the buyer and supplier may count different things. If the product will be mechanically fed, measure fines as a mass fraction through a stated sieve size rather than calling them simply "broken."

Individually quick frozen should have an operational definition. The buyer might request that at least 95% of pieces in a 1 kg frozen sample separate with gentle hand pressure after a specified freezer hold, with no solid blocks beyond a stated mass. That percentage is a proposed handling criterion, not an official one. Record sample temperature and elapsed time after opening so a warm inspection does not create an artificial clump or hide a pre-existing one. For cooked quality, photograph color under fixed lighting, compare to the retained approval sample and score bite or mushiness against a simple three-point scale. A laboratory color value could be added if the buyer's process needs it, but an unaudited "bright green" claim cannot be enforced.

Illustrative 1 kg sample: 850 g in the agreed head-width band equals 85% by mass. It explains a proposed contract test.

Pack performance deserves numeric terms too. For example, a 10 kg net poly-lined carton might require each checked case to remain within the net-weight tolerance permitted by Serbian weights-and-measures law and the signed purchase agreement; do not invent the statutory tolerance in the supplier specification. Set outer dimensions, liner closure, stacking pattern and number of cases per pallet. If 4 × 2.5 kg inner bags are chosen instead, state whether the inner bags are consumer-facing or only work-in-process packs, because that changes labeling and distribution plans. Retain a sealed reference sample from the approved lot and the sampling record for any later claim.

Control origin, blanching, freezing and foreign matter

Our proposed source control begins before processing: identify the growing area and farm or collection-lot code, approved agricultural inputs, harvest date, transport time and receiving condition. The processing site should record raw-material acceptance, washing water control, trimming, blanching time and product temperature, rapid cooling, IQF freezer conditions, inspection and packing. We would seek records from the actual run and link them to finished cases. A photograph of a clean line or an old audit report is context, not proof that this lot met a limit.

Blanching should be managed to the product's cut and flow rate. We would ask the selected facility to define its own process target, measurement position, monitoring frequency, deviation rule and verification of enzyme-control endpoint. A published "two minute blanch" copied from another factory is not evidence of control for a different floret size and equipment. The supplier should not claim a validated pathogen kill unless the actual line and process have been validated for that purpose. After blanching, cooling and freezing must protect color and texture while limiting time in temperature conditions that allow microbial growth. Record the transition between those stages; a cold final carton does not reconstruct an unrecorded warm hold.

Foreign-material control needs the right technology claim. Optical sorting examines color and shape differences and can reject discolored florets or conspicuous plant matter if configured for them. X-ray inspection works through density contrast and may help detect dense pieces such as certain metals, stones or glass, depending on product and package. They are not interchangeable and neither detects every possible contaminant. Metal detection, visual checks, sieving and maintenance prevention may also be appropriate. We would document which controls the actual source has, where they sit in the line, their validated test pieces or reject checks, and how any rejection is investigated. We cannot promise an optical sorter or X-ray device for a source not yet selected.

Qualitative broccoli processing temperature route highlighting exposure after blanching

The qualitative route highlights cooling and handling after heating. The curve supplies no validated process parameter or measured batch profile.

Lot linkage should survive a pallet split. Map incoming broccoli lots to a processing run and time window, then to carton code, pallet and shipping container. Decide how rework is identified; otherwise a code may appear traceable but represent several unknown sources. Conduct a mock trace on the proposed facility's records and specify the time allowed to identify affected cartons, for example four hours as a buyer contract target. That target is not a Serbian statutory response time. Keep retain samples under controlled conditions for the agreed claims period. The Serbian buyer should be able to isolate the exact stock code named by an inspector or customer complaint.

Specify laboratory evidence under Serbian requirements

The laboratory schedule needs three columns: binding Serbian rule, buyer contract request, and result for the actual lot. Those columns should never be blended. The Serbian importer should consult current Serbian rules for pesticide maximum residues on broccoli, read the named active substance and residue definition, and check the units and treatment of frozen product. A test report in mg/kg for a single parent compound is not necessarily comparable with a legal residue definition that includes metabolites or a summed expression. "Not detected" means below a stated limit of detection or quantification for that method, not literal zero. List the laboratory, method, accreditation scope where relevant, sampling date, lot, analyte list and reporting limit.

Serbia's current pesticide rule, Official Gazette 13/2026 as amended by 75/2026, identifies broccoli as commodity 0241010. Its Annex 2 gives acetamiprid 0.06 mg/kg in Table 2B.2 and bifenthrin, sum of isomers, 0.4 mg/kg in Table 2B.4. These examples come from Serbian rows, rather than an assumed EU equivalence. Articles 4–6 distinguish exempt substances, any different Annex 4 defaults, and the 0.01 mg/kg default where the applicable specific MRL is absent. Article 7 addresses processed or mixed foods where a specific processed-food MRL is absent, allowing for supported concentration or dilution from processing. We use that framework to compare the raw crop and finished frozen sample on the correct basis; blanching is not assumed to remove a residue. The two illustrated MRL tables are separate from Tables 2B.6 and 2B.10 replaced by the August 2026 amendment.

The Serbian contaminant rule, consolidated through 103/2025, and its Annex 1 give non-leafy brassicas lead 0.10 mg/kg at point 3.1.5.1 and cadmium 0.040 mg/kg at point 3.2.5.1. The table uses wet mass after washing and separating the edible part; broccoli is a flowering brassica, so a leafy-kale row is unsuitable. Article 4 requires account to be taken of processing changes where no specific processed-food limit exists. We would have the laboratory identify the sampled state and reporting basis and have the importer review any proposed processing factor. The source-screening response is to investigate growing area, soil and water risk and separate affected raw lots; washing or freezing is not a guarantee that a metal limit will be met.

For microbiology, the current national reference is Serbia's food-hygiene and microbiological-criteria rule 30/2024. Its ready-to-eat definition depends on intended consumption without a further treatment that eliminates or reduces relevant microorganisms. Consequently, a ready-to-eat Listeria row is not automatically a statutory release criterion for this cook-before-eating broccoli. We keep the defined use on the specification and cooking instruction, choose any additional buyer panel through the hazard assessment, and record the organism, n/c sampling plan, analytical portion, method and limit. If direct consumption is requested later, we reclassify the use and review the applicable criteria before accepting that order.

For contaminants, confirm that the rule actually applies to broccoli, the relevant part of the vegetable and the state of the product. A generic heavy-metal panel can be useful for risk screening but does not itself demonstrate compliance with every Serbian food limit. If a buyer requests a lower contract threshold than law, label it as a contract threshold and explain the commercial decision. Sampling must be representative: for a first lot, define how many primary samples come from how many pallets and whether a composite is permitted. A clean composite can mask a highly contaminated individual unit for some hazards, so the inspector's statutory sampling method takes precedence where prescribed.

Microbiological specifications should name organism, sample unit, method, limit and decision rule. One proposed buyer schedule for a cook-before-eating IQF vegetable could include Salmonella absent in a 25 g analytical portion using an agreed ISO or equivalent method, and counts for E. coli or aerobic colony count expressed in CFU/g with stated acceptance limits. This is an illustrative contract panel; it is not asserted as a Serbian product-specific legal criterion or a measured GreenLand result. The importer and its laboratory must review current Serbian law and the product's intended use. If the buyer changes to a ready-to-eat application, the hazard analysis and any applicable Listeria criterion need fresh review. A satisfactory certificate of analysis does not cancel an official border sample or allow sale during an inspection hold.

Serbian broccoli residue examples acetamiprid 0.06 and bifenthrin 0.4 milligrams per kilogram

Serbian broccoli MRL examples are 0.06 mg/kg acetamiprid and 0.4 mg/kg bifenthrin sum of isomers, with the legal definition and processing comparison retained.

For a dispute, define who selects the sample, the sealed chain of custody, the referee laboratory and how results near the limit are interpreted. A numerical limit without a method and sampling plan can produce two defensible but conflicting answers. We would send the available source-side batch records and reports before dispatch for importer review, then hold a matching retain. If a requested assay cannot be produced for that lot or its method does not match the agreed panel, we should say so before shipping rather than filling the gap with an unrelated annual test.

Build Serbian-language label and traceable bulk pack plan

Serbian market labeling is the importer's responsibility, but the supplier must provide accurate raw facts. The package or accompanying compliant label should identify the product, ingredients, net quantity, producer/packer and importer details as applicable, China origin where required, lot, durability date, frozen storage and cooking instructions. The importer should approve the Serbian-language presentation against the current Serbian food-information rules for industrial and any downstream retail channel. A carton marked only "broccoli" in English may be insufficient even if the invoice is detailed; a Serbian over-label must be planned before a hold at inspection rather than improvised after arrival.

Make the label reflect the process. "Blanched" is a factual manufacturing description; "ready to eat" would be a different safety claim. For this SKU the instruction should tell the professional buyer to cook before eating. State storage as a contractual frozen condition, such as at or below −18 °C, if that is the agreed handling target, and verify whether Serbian law prescribes additional wording. Do not print a shelf life simply because a competitor's pack shows one. The selected facility should substantiate durability with its product and pack evidence, and the importer should approve the date expression used in Serbia.

Case coding should be legible after frost and warehouse handling. A useful structure links plant, production date, line or run, raw-material lot and case sequence, though the exact code can follow the manufacturer's system. Put the mapping into the dispatch dossier so a Serbian warehouse can turn a single pallet complaint into a defined block of cases. The packing list should give cartons by pallet and net mass, not just a container total. If the shipment is relabeled in Serbia, retain both original and applied label versions with the responsible facility and date, because an inspector may need to reconcile the physical case to the application description.

Original case and Serbian over-label linked through a relabel record to warehouse stock

A Serbian label version and original case code converge in a relabel record, preserving traceability after local labeling.

The bulk-pack choice affects quality. A poly-lined carton may resist handling damage and allow case-level identity, while an inner-bag arrangement may reduce exposure when a kitchen opens only part of a case. Test liner seal, puncture resistance, stacking and pallet wrap with the real frozen product. Declare the packaging material specification and food-contact suitability for the actual source; do not imply a particular certification is held before confirming it. We would photograph a packed case, code and pallet from the first production run so the importer can approve handling before dispatch.

Prepare inspector and customs dossier with the importer

The Serbian importer should establish its food-business registration and ask its customs representative to confirm the exact current 0710 line, origin option and charge basis. The consolidated Customs 2026 tariff, page 190 lists residual frozen vegetables under 0710 80 95 00 at 20% general duty and a 14% CN-agreement rate. That looks like the branch for single-ingredient frozen broccoli but needs broker confirmation for the actual SKU and declaration date. The China–Serbia FTA portal provides the treaty schedule, rules and origin forms for a possible preference. A China-origin statement on our invoice is evidence for review, not a completed preferential-duty claim. The broker must match the tariff line and product-specific origin rule, check any transport condition and choose the claim. No inspection fee is assumed in the product quote.

The importer then confirms the plant-origin food inspection route with the Plant Protection Administration. The agency handles plant-health matters and also imported food of plant and mixed origin. Its import page links the request and procedure. Customs' 2026 control-list page maps 0710 80 95 00 into the 22 April plant-origin food-safety working list; heading 0710 does not appear in the separate plant-health and Health sanitary working lists. Those lists are cross-reference guidance, so the broker still confirms live controls and any certificate demand for this processed SKU. Health-sanitary forms and their published fee should not be inserted into the dossier without an official applicability finding.

The practical system starting point is the Plant Protection Administration's 6 February 2026 forwarding-agent account notice. The authorized Serbian forwarder downloads its two-page account form, provides legal-entity name, company and PIB identifiers, address, responsible-person and nominated-user details, intended border crossing or customs location, consent and signatures, and sends the application to spedicija.fito@minpolj.gov.rs. After access is granted, its user signs in to the GFI module. The public login page was accessible during this review; a logged-in food-consignment submission was not performed. The representative confirms its enabled food-control workflow with the selected inspection office, submits the applicable request and retains the case reference. Account approval is access permission, and is separate from a food-inspection decision. The notice publishes no account-opening fee or turnaround guarantee.

We would prepare a supplier-side packet: signed SKU specification, ingredient/process statement, lot and pallet map, label artwork facts, invoice and packing data, transport temperature plan, available laboratory reports with methods and sampling detail, and origin/process records needed for any FTA review. The importer adds its registration, inspection request, broker tariff analysis, Serbian label approval and the current fee/payment evidence when confirmed. Keep document names and revision dates in a shared index. Before loading, compare the lot code on cases to the sample report, packing list and draft application; catching one transposed character now prevents a border identity question later.

Three separate Serbian receiving gates converging on stock release

Customs, final food permission and commercial acceptance are parallel gates for the identified stock. Physical unloading alone does not satisfy them.

The Serbian Customs agency directory lists several possible plant-origin food inspector outcomes, including a decision that allows customs clearance but forbids market placement or production pending a final decision. Supplier delivery and customs release therefore do not equal food-market release. Put this condition in the buyer's receiving procedure and payment/disposition plan. If an official test is pending, the cold store holds the lot under its code and the importer waits for the final decision. We can provide clarifications or retained-sample data, but we cannot convert a provisional customs decision into permission to sell.

Receive the first lot and verify market release

At the Serbian cold store, count pallets and cases against the packing list, compare seal and lot codes, inspect carton condition and record arrival product and air temperatures with time, instrument and sampling locations. Review the trip logger's full trace; a single endpoint reading may miss an excursion. If packs are damaged or show ice crystallization, set those pallets aside and document them before anyone repacks. A frozen product can be safe yet commercially unacceptable after temperature abuse, so official release and contract acceptance should be separate records.

Draw the agreed receiving sample across pallets and container positions. For a 20-pallet first shipment, one possible contract scheme is to select one case from each of five distributed pallets, then split at least 1 kg from each case for physical inspection and cooking trial; increase sampling for a complaint or higher-risk observation. This sampling scheme is a buyer proposal; an official inspector follows the applicable statutory plan. Measure head width, stem length, fines, clumping and visible defects by the signed method, then cook the retained reference and arrival sample side by side. Record photographs, weights, time and temperature. The result should identify the lot and any affected sub-lot, not just "passed QC."

Check the final inspector decision and customs entry before changing the warehouse status to available for sale. If the inspector allowed customs clearance while forbidding market placement pending the final result, maintain the hold even if the truck has unloaded and duty has been paid. After a favorable final food decision and customs completion, the importer reviews the commercial sample, label and cold-chain evidence and signs a dated release. A rejected or questioned pallet should remain traceable and segregated while the importer determines the official and contractual remedy.

Broccoli floret measured with a caliper

Actual GreenLand floret-size inspection photograph.

The first lot is also a specification experiment. Ask the kitchen or plant to report cooked color, trim loss, portion consistency and actual yield rather than only whether the broccoli was "good." If the product fits the process but the size band causes waste, revise the next order's band. If laboratory or label questions recur, amend the pre-shipment dossier and artwork control. For the next shipment, reconfirm tariff and origin measures, the inspector's current request form and any changed Serbian food rules. GreenLand can quote a source-specific wholesale plan after the buyer provides the target cut, volume, pack, destination and agreed evidence list; the Serbian importer retains the legal import and release decisions.
