A Saudi importer sourcing whole frozen strawberries grown and processed in China needs an approved product identity, an SFDA food-clearance request and a customs declaration reconciled to the same lots. SFDA's September 2026 importer guide makes an easily missed distinction: Ghad registers the establishment and food item, Faseh is SFDA's electronic clearance portal, and Fasah is the separate customs platform used with ZATCA. These records should be planned before the reefer is booked, because the invoice must identify products, quantities, expiry dates and batch numbers. The example is a single-ingredient whole strawberry used in an industrial process with a validated subsequent heat step. Direct use in smoothies, desserts or other ready-to-eat applications requires a distinct safety and specification review.

Use SFDA Ghad for establishment and food item readiness

Explanatory illustration: importer compares the strawberry carton and clearance record.

The April 2025 SFDA food conditions and September 2026 importer guide place the importer establishment and food-item registration in Ghad. SFDA's own Ghad FAQ identifies the portal as an electronic-service system. The Saudi buyer should nominate its registered legal establishment, Ghad user, responsible warehouse and customs broker. The China supplier prepares product data; the Saudi importer submits and owns the local registrations and responses. SFDA's September guide then directs the importer to a distinct Faseh food-clearance request. Older guides may describe FIRS or blur Faseh with Fasah; use the current SFDA service links and save the actual portal references for this order.

The registered item should accurately describe whole frozen strawberries, one ingredient, China as verified origin, producer/packer, brand if any, net pack, date format, storage instructions and industrial heat-step use. A sweetened strawberry, cut berry or retail RTE item can require a different description and label. The buyer should return the Ghad item record or approval evidence, together with any reviewer comments, before case artwork is final. A supplier's brochure is not proof that the importer has registered this exact item.

The SFDA document also says a licensed warehouse meeting its requirements should be available, with stated exceptions for local factories importing raw material for manufacturing and for importers whose total annual shipments do not exceed five with combined weight no more than 2,000 kg. Those exceptions are conditions to verify, not a generic waiver for any small trial. Have the Saudi importer record its applicable warehouse basis, licensed location and receiving plan before shipping.

Build separate Faseh food-clearance and Fasah customs files

Explanatory illustration: Saudi strawberry consignment checked at a refrigerated entry point.

The September 2026 SFDA importer guide shows the current sequence on printed pages 8–11: register the establishment and food item through Ghad, create the SFDA food-clearance request in Faseh, and place that SFDA request number into the Fasah customs declaration. The Faseh request may be created before arrival and before the customs declaration. The customs broker then enters invoice items line by line in Fasah, matching product identity, batches and quantities to the food request. SFDA provides a separate clearance-status lookup at cstatus.sfda.gov.sa. Record the Ghad item reference, Faseh food-request number, Fasah customs declaration number, importer, port, bill of lading and invoice revision as separate linked fields; one portal number cannot substitute for another.

The April 2025 SFDA food-conditions document lists the general food dossier: origin certificate, commercial invoice, bill of lading, health certificate and phytosanitary certificate, with some documents conditional by product and origin. The invoice should include product details, quantities, expiry dates and batch numbers. The importer and competent Chinese issuing authority must confirm the precise health and phytosanitary certificate wording and applicability for frozen processed berries before a certificate is requested. A private test report cannot be relabelled as an official health certificate.

ZATCA's import instructions list commercial invoice, bill of lading and certificate of origin, with the latter unnecessary where origin is already clearly established, and call for product-specific conditions to be checked using the customs tariff or broker. ZATCA says importers should complete Fasah clearing procedures and submit the customs declaration and documents at least 48 hours before arrival. The Saudi broker should reconcile the food clearance request with the customs declaration, code, port, consignee and bill of lading. This 48-hour instruction is a filing target; it is not a guarantee that an SFDA examination or terminal release finishes before the vessel berths.

Keep Ghad establishment/item evidence, Faseh food request, Fasah customs declaration, any SFDA final-release decision, customs payment, carrier delivery order and cold-store receipt as separate files. If a product record changes after the invoice is issued, amend the responsible filing through the official system and keep the audit trail. A corrected PDF sent by email without matching the portal record may not resolve a hold.

Define the whole strawberry grade and acceptance method

A purchase order for frozen produce becomes a regulatory file as soon as a product description is copied into the invoice, label, laboratory request and import entry. We propose starting with one signed identity sheet. It should state the botanical or ordinary commodity identity, China as the growing and processing origin where supported, whether there is one ingredient, the actual cut, blanching or other heat history, freezing method, package format, intended industrial use and the customer's later heat step. Calling the shipment merely "frozen berries" hides whole-strawberry grade, industrial use and the registered Saudi item identity. The importer should approve the description in its own language and tariff system before the first commercial shipment. Our sales team can supply product evidence; the local importer and its broker make the destination filing.

Classification must follow the goods that actually cross the border. A frozen plain fruit is generally explored under Chapter 08 and a frozen vegetable under Chapter 07, but the national tariff suffix, any process distinction and the applicable import controls require the importer's current tariff ruling or broker review. An invoice code copied from a different market is not a decision. Record the proposed code, authority search date, description relied on and the person who confirmed it. If the proposed code changes after a sample has been approved, recheck every registration, permit and label tied to that code before loading.

The same identity also protects the use claim. Sorting and freezing whole strawberries preserve the selected fruit form, but neither step is a validated microbial kill step. Whole fruit may retain field and handling hazards after freezing. For these example shipments, we write "industrial ingredient; cook or otherwise apply a validated subsequent heat process before consumption" into the technical exchange and verify that the customer's manufacturing instructions actually implement it. If a buyer wants direct use in a smoothie, cake garnish or other no-heat application, pause that route. It needs its own hazard analysis, raw-material and process validation, microbiological specifications, handling plan and label review. Do not convert an industrial sample into a ready-to-eat sale by changing only the marketing description.

Specify whole berries for the heated Saudi application

The working offer is unsweetened whole frozen strawberries, not halves, puree or a retail ready-to-eat pack. Confirm the cultivar or commercial grade if it changes the buyer's processing yield, then define whole-fruit percentage, broken fruit, calyx and stem remnants, mould or rot defects, extraneous matter, ice build-up and bag integrity. Count defects under a signed representative sampling method. The two GreenLand gallery photographs show whole berries; one includes a size gauge, but neither is evidence that the proposed shipment lot has already met a particular grade.

For a jam, sauce or bakery filling, test the berries through the actual heat and mixing process. Compare usable fruit mass, drip loss after controlled thaw, Brix and acidity where the formulation needs them, colour after heating, seed feel and the proportion of recognisable fruit pieces in the finished product. A large intact berry can be desirable for some fillings but costly if it must be milled; the buyer's trial resolves that question before a container quote. A garnish or unheated smoothie instead needs a separate ready-to-eat source and process validation.

Commercial defects and legal failures require different disposition. The importer should obtain the current Saudi standard edition and map each residue, contaminant and microbiological row to whole frozen strawberry and its intended use. Put the analyte definition, units, sampling plan, accredited method and uncertainty into a controlled limit register. A COA without those fields, or a direct-consumption standard whose scope has not been checked for this industrial use, is not enough to release a lot.

Apply Saudi food standards to whole frozen strawberries by scope

Explanatory illustration: whole-berry sample linked to its frozen lot.

The SFDA clearance document lists relevant technical specifications, including SFDA.FD/GSO 9 for prepackaged-food labels, SFDA.FD/GSO 1016 for microbiological criteria, SFDA.FD 382 for pesticide residues and SFDA.FD 193 for contaminants and toxins. An SFDA adoption notice points to SFDA.FD/GSO 415:2022 for frozen strawberries. A GSO project page describes the existing GSO 415:2022 as concerning frozen strawberries offered for direct consumption and shows a proposed update connected with Codex CXS 52:2022; it does not establish that our cook-required industrial ingredient is within every clause or that the proposal has become the Saudi adopted edition. The importer should determine the current edition and its scope for this exact use. These identifiers do not themselves supply a universal strawberry limit. The importer should obtain the current licensed edition and amendments, map whole frozen strawberries to the correct table and intended use, and send us a signed analyte-by-analyte register. A residue result should state parent and metabolite definitions where the standard does, reporting units, limit of quantification and measurement uncertainty. The same holds for metal, mycotoxin and microbiological rows when they apply.

Whole berries are especially vulnerable to an unexamined use change. A berry destined for jam, sauce or baked filling has a defined subsequent heat step at the Saudi customer's facility. Its size and integrity still matter for yield and appearance after cooking, so we propose measuring calyx or stem remnants, broken fruit, ice glaze if any, colour, Brix where agreed, foreign matter and drip loss. A buyer that wants garnish or an unheated smoothie needs its own RTE supplier assessment, processing validation, microbiological targets and handling instructions. Freezing, grading and a clean COA are each useful controls but do not create a kill step.

The Saudi label should be reviewed in Arabic and any other required language by the importer against its registered Ghad item and the current SFDA/GSO rules. Verify the food name, ingredient, origin, producer/importer information, net quantity, production and expiry dates, lot, storage and instructions. A private-label buyer must resolve its brand and importer details before the final carton run. The SFDA's general reference to halal standards is not proof that a plain strawberry requires a meat-style halal certificate; any claimed certified status or customer condition still needs current product and body scope review.

Protect the Saudi arrival and acceptance decision

Explanatory illustration: controlled movement of frozen strawberries into cold storage.

A reefer shipment should be booked with an agreed set point, loading check and a cold-store delivery slot. GreenLand's lot list joins field source, process batch, test sample, case codes and pallet IDs to the bill of lading. The Saudi importer should have a named contact able to respond to an SFDA sample request, provide certificate originals where required and organise movement under any hold instruction. Goods under official control must stay where the authority directs, even when the carrier has issued a delivery order.

On receipt, compare the seal and pallet count, inspect cases for water damage or refreezing signs, record representative product temperature under the buyer's method and download the full reefer trace. Quarantine unexplained temperature gaps or mixed lots pending a documented decision. The September 2026 SFDA guide lists food-request states including Accepted, Need Document, Conditional Clearance, Inspection at Port, Rejected and Out of Scope. Record the exact status and timestamp from the SFDA lookup. Conditional clearance permits movement to the stated warehouse under authority control, but the importer must not use, sell or dispose of the food before final SFDA clearance. An accepted SFDA state still needs the separate customs, carrier and cold-store steps before a buyer can accept the lot.

The guide's printed page 10 gives response windows of 10 working days for missing documents, 30 days for a label correction and 7 working days for warehouse-clearance action. The 30-day label window is stated in days, not working days. These are deadlines for a party to respond or act, not guaranteed total clearance times. Assign one importer owner to each query and share the requested correction with GreenLand against the same lot and invoice revision. For rejection, printed page 12 describes a reconsideration route through Najaz or SFDA customer service with a chamber-certified application; SFDA states a 15-working-day decision window and says applications submitted more than 60 days after rejection will not be accepted. Preserve the rejected goods and official reason while the Saudi importer determines whether reconsideration is appropriate. No relabel or disposal action should occur without the competent authority's accepted plan.

The customer should then sample the whole fruit under the agreed contract method and run its intended heated application. If calyx, broken fruit or thaw loss exceeds the agreed commercial limit, preserve the sample and lot evidence for a claim. If a safety result is adverse, stop use, trace related lots and follow the authority and buyer's disposition. A single acceptable pallet cannot release another production lot without its own review.

Build the source, processing and document file

Our proposed source-to-delivery record starts at the field and receiving dock. Identify the strawberry growing area, harvest window, incoming berry grade and whole-fruit sorting run. Record the produce identity and any crop-protection declarations against the agreed residue screen. Incoming acceptance should document condition, damage, foreign matter and the link between field lot and production lot. The strawberry processing record should show receiving grade, wash or preparation route as actually used, calyx control, whole-fruit sorting, freezing and hygienic packing under the actual site hazard plan. We do not claim that a specific camera, metal detector, blancher logger or certificate is installed for this proposed shipment; the applicable line records must be reviewed during supplier qualification.

At packing, reconcile the production lot with carton count, net weight, label version and retained sample. A practical master list has one row per final lot and joins field source, processing run, lab sample ID, packaging batch, pallet IDs and seal number. Before booking freight, another person compares that list with the invoice and packing list. A late change to pack size or net weight creates a new label and registration check. A repacked pallet needs its own trace entry rather than a handwritten correction that hides the original lot. Retained samples should be stored under a documented policy that allows a later investigation into identity, appearance and laboratory results.

Cold-chain evidence begins at release from storage. Agree the transport set point and the buyer's receiving tolerance as contract values, then record loading product condition, vehicle or container pre-cooling where relevant, seal and handover time. Ask the forwarder for the journey temperature file and exception notes; ask the carrier for bill of lading and arrival notice. A reefer set point is not proof that every carton stayed at the same temperature. At destination the buyer should check seal, carton integrity, surface frost or thaw signs, product core or representative temperature under its procedure, and data gaps before accepting stock into its freezer. A deviation report connects the time interval, affected pallets, temperature evidence, disposition owner and signed release or rejection.

Reconcile the document pack before the vessel sails

A useful document matrix names the issuer, reviewer, shipment reference and deadline. GreenLand prepares the agreed commercial invoice, packing list, product specification, lot and production trace, label artwork and testing evidence that its actual source can support. The carrier or forwarder issues the transport document. Any official health or phytosanitary certificate must come through the competent authority and the importer should first establish whether that document is required for the exact product and port. We should not promise a certificate that has not been requested, issued and linked to the final lot. The local importer owns its establishment and product registrations, permit applications and import declaration, usually with a licensed broker or agent.

Match the commercial name, botanical identity where used, Chinese origin, gross and net weights, case count, lot, production and expiry dates, consignee, port and container number across the invoice, packing list, certificate application, registration and declaration. A mismatch can consume more port time than a laboratory result. Make a pre-dispatch comparison file with highlighted fields and an approval date. If an Arabic label line, whole-fruit description, Ghad item or Faseh request identifier is amended after approval, repeat the cross-check; do not assume a cosmetic edit has no regulatory consequence. The buyer should receive readable drafts before the carrier cut-off, and final signed documents through the agreed secure channel.

Commercial documents also need a real handover plan. Record which party books the reefer, buys cargo insurance, pays demurrage, manages any authority sample and instructs the cold store during a hold. The Incoterm belongs in the contract, but it does not automatically make the exporter the local importer of record or transfer statutory filing duties. A named destination contact needs authority to answer a regulator's document question while the shipment is still at the port.

Sequence the Saudi first shipment

whole frozen strawberries - Sequence the Saudi first shipment

Explanatory illustration: whole berries tested after a heated recipe step.

Start with the Saudi buyer's item and establishment check in Ghad, warehouse basis and registered label. The broker confirms the tariff classification and Fasah pre-arrival timetable. The buyer then signs a specific whole-berry trial standard and use statement, including a subsequent heat step and any requested analytes. GreenLand prepares the lot, retained sample, testing evidence and matching draft documents. The importer checks health and phytosanitary certificate conditions early enough for the competent Chinese issuer to act if needed.

After the buyer signs the drafts, the carrier booking and reefer plan can be fixed. The importer opens the Faseh food request and gives its number to the broker for the Fasah declaration in the ZATCA pre-arrival window. The importer monitors SFDA status at the current lookup and assigns any Need Document or inspection action. Plan for sampling and a licensed freezer or confirmed exception without assuming an automatic release time. Close the trial with the actual Fasah customs line, Ghad item reference, Faseh request and final SFDA decision, arrival temperatures, buyer acceptance and any corrective action. That record is a practical starting point for a repeat order and for a later RTE project, which still needs its own validation.

Manage release, delivery and exceptions

At arrival, distinguish at least three decisions. SFDA records its Faseh food decision as Accepted, Need Document, Conditional Clearance, Inspection at Port, Rejected or Out of Scope. ZATCA Customs assesses the Fasah line-by-line declaration, the linked SFDA request number and duties. The carrier or terminal releases the container or cargo only after its own delivery-order, charges and operational steps. A screenshot from one system is not evidence that the other two processes are complete. The buyer then performs its own contract acceptance after receiving the goods. Keep the individual transaction references and timestamps in the shipment file.

If an inspector takes a sample, identify the sampled lot and quantity and ask whether the consignment may move to a designated cold store while results are pending. Any movement under control must follow the authority's written direction. A release after sampling can still be followed by an adverse laboratory result or recall instruction; it is not a promise of final marketability. In an adverse result, stop onward use, preserve temperature and custody evidence, notify the importer and exporter contacts, assess related lots and follow the authority's disposition. For documentary holds, submit a corrected document only through the official route and retain the original and amendment history.

Explanatory illustration: whole berries examined for size and visible defects.

Customer acceptance is a separate commercial decision. The buyer should sample according to the agreed plan, inspect the actual cut and condition, run the application trial if reserved, and document acceptance or a claim within the contract window. A customs release cannot force a buyer to accept a wrong cut. Conversely, an attractive production sample cannot override an official food hold. Keeping these distinctions explicit lets the sales team give a realistic delivery date and protects the buyer's production schedule.

Plan an exception route before quoting a delivery date

The first trial shipment should have a decision tree for predictable exceptions: a Ghad item mismatch, missing Faseh food document, unlinked Fasah customs line, SFDA conditional warehouse state, strawberry sampling, reefer excursion, whole-fruit grade dispute or switch to an unheated use. Name the decision owner for each. A sales colleague can coordinate evidence, but a local broker must resolve customs codes and a qualified food-safety or regulatory owner must decide whether a lot can be released to its intended use. A laboratory result alone cannot explain a broken cold chain, and a revised invoice cannot repair a food-safety failure.

For a suspected thaw event, quarantine the affected pallet IDs, collect independent receiving observations and the complete reefer data, and calculate the time and severity against an agreed product-specific assessment. Do not casually refreeze and reoffer stock as unchanged. For a residue result above a claimed limit, first confirm the commodity mapping, residue definition, unit, sampling and laboratory uncertainty, then keep the food on hold while the authority and buyer decide its fate. For a rejected consignment, record whether destruction, return or re-export is permitted and who carries each cost; never imply those are automatic alternatives.

The order file closes only when it contains the released status, final transport and temperature records, receiving report, customer disposition and any corrective action. Review the first shipment with the importer before repeating the route. If the country's service entrance, list of restricted products or standard edition changes, refresh this file. These checkpoints make the next quotation faster because uncertainty is resolved with an owner and a record, rather than a claim that every frozen product follows one universal path.
